Architect David Fisher has designed an 80 story wind turbine powered tower. Located in Dubai, the rotating tower will cost an estimated $700 million and be finished in 2010. Fisher explains that the plan for a dynamic building arose from his idea that architecture should incorporate a 4th dimension, time. The building in motion will change over the day and repeatedly reshape the skyline.
